What does 'numbers matching' actually mean?

A loose phrase tightened.

The phrase is loose in the hobby and tightening it is part of Plenum's job. At minimum, 'numbers matching' means the engine block carries the original VIN-derived partial stamping at the engine pad. Stricter standards add: original transmission case, original rear-axle housing, original carburetor list number, original intake casting number, factory-original distributor, and so on. The strictest standards add original sheet-metal, original glass dot-matrix codes, original fuel tank stamping.

Plenum reports what the documents say a car was built with; whether the parts on the car today are those original parts is a separate question and one Plenum does not pretend to answer. The community that does pretend to answer it — across decades of restoration practice — has its authorities: Galen Govier's binders for per-VIN expectations; Mark Worman's Graveyard Carz for the line a strict numbers-matching restoration draws (Springfield, Oregon shop, fifteen-plus seasons on Velocity / Discovery / MotorTrend); Tony D'Agostino's Tony's Mopar Parts (Delaware) for the parts catalog that tells you which casting numbers and date-codes a 1970 V-code 440 actually wore on the assembly line.
